Upper management is a boys club. They come and go when they want and have lost all touch with the desk level positions that make them money. The entire company relies on the funds they receive from their gas card program and not moving freight.

Employee retention is an issue.
The practice of laying off good workers to either replace them with cheaper, incompetent workers and/or put a heavier workload on your exceptional employees will inevitably cause turnover and impact the customer’s experience.
Upper management’s expectations do not align with what is actually feasible.
