When faced with great talent and skills instead of develop those deserving individuals they are shuned and ignored and encouraged to go elsewhere. Too cheap to pay for training, but always ready to build inferior places for the Have Nots. Using snakes to rid building of rodent problems instead of hiring trained professionals.
