Growth opportunities are limited, and high performers are often overlooked due to rigid compensation policies and a general reluctance to invest in talent retention. The performance review system is capped, only a fixed number of employees can receive “exceeds expectations,” regardless of how many truly do. This discourages performance rather than recognizing it.
