Federally/state funded= red tape, bureaucracy Union- not well represented, hard to fire bad apples Local management/ central operating bends rules as suits them Away from home constantly Federal "rest" only requires company to give 8 hours off between jobs On call for years to start (24/6, sometimes 7) No incentive for going above and beyond Local management will not listen to your ideas (though most of them have little experience in our shoes)
