Project Summary:

The Department of Defense (DoD) Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of Assessment, Monitoring, and Evaluation (AM&E) and establish an AM&E program at each GCC within the ODASD Global Partnerships at DoD. The project supports reform of institutional capacity building of partner nations’ ministries of defense with a whole of government approach.

Position Summary:

The CCMD Team Project Manager (CPM) will be based in Stuttgart, Germany and assist in planning and coordinating Significant Security Cooperation Initiative (SSCI) proposals as well as tracking the execution and effectiveness of funded proposals by bringing together varied programs, functional SMEs, and Security Cooperation Officers (SCOs). The CPM will act as the AM&E Fusion Cell (AFC) team lead and apply OSD Policy AM&E guidance, including ensuring all required planning and execution tools and products are completed, coordinated, and delivered on time. The CPM will engage with the OSD Policy, DSCA, and Department security cooperation stakeholders on AM&E planning, implementation, and related issues. The CPM also will manage AFC personnel involved in all aspects of security cooperation activities, organize and assign responsibilities, and oversee the successful completion of all assigned tasks. This position will require the status of forces agreement (SOFA) approval to work in Germany.

Responsibilities:

• Serve as team lead in the development and implementation of security cooperation programs and activities by working across the Department.
• Ensure quality control and that all required planning and execution tools and products are completed, coordinated, and delivered on time.
• Serve a leadership role with a team of analysts to ensure they are equipped with the tools needed to do their job and ensure positive team dynamics and teamwork.
• Collaborate with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.
• Apply OUSD-P issued AM&E guidance, templates, and frameworks.
• Conduct partnership assessments.
• Perform pre-activity assessments and program monitoring in conjunction with other support staff, including government employees.
• Identify gaps in partner nation institutional capacity.
• Participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives.
• Capacity building of a partner nation's policy/strategy, logistics systems, resource management systems, and human resource management.
• Develop initiative design documents (IDDs) related to security cooperation activities in a country.
• Develop and implement logic frameworks, theories of change, and performance indicators.
• Develop monitoring and evaluation plans.
• Support program management, planning, logistics and administrative requirements, and interagency coordination in the field.
• Conduct monitoring and evaluation of military or civilian capacity building efforts.
