    Poor training, compensation below average for other federal agencies, promotion potential is minimal, job assignments don't match skill sets

    Entry level employees need solid training. Its ok to make promotions competitive, but there must be investment in growing the employee. There needs to be a culture of competition for the betterment of the agency instead of promoting people based on the number of years they've been in a position. Under utilization of talented employees is just as bad as promoting incompetent employees.

    -Support staff (HR) is abysmal -General culture of being beyond scrutiny, due to nature of work, creates an environment of entitlement and arrogance

    Make HR accountable. Instill some pride in their leadership even if you have to clean house and start over. The bad attitudes spread and infect everyone. The very first impression new hires have of your agency is created by their interaction with HR; if HR is rude, unresponsive, incompetent, etc, people will associate that with your agency and may have a chip on their shoulder before they even walk through the door.... DIA's HR has a reputation for being "breathers," (gov employees who collect a salary by merely occupying a chair, who could care less about their job, the quality of their work, or the people they're being paid to assist and bring on) who have no accountability for their laziness and apathy. I've worked for the federal government for nearly 10 years and have found most agency's HR to be professional; DIA HR, however, is an absolute joke, whose incompetence results in residual costs to the COCOMS in terms of time, dollars and mission impact. The entire HR staff seems to forget they're being paid by taxpayer dollars, and are thus accountable in their actions (or inaction) in bringing on employees to support a larger mission.
